4. Lieutenant H. Phillpotts, Royal Engineers. Superintends the regular employment of the workmen, the beneficial use and conversion of all stores and materials, and the proper execution of the works and repairs coming under the head of Ordnance services, with which he is charged, and he attends to the measurement of the same. He looks over and countersigns the check returns, as well as the entry of the measurements of Ordnance services in the general measurement book, from which the pay lists and contractors' bills are made out. He draws plans, &c., and assists in making estimates for any works that may be required, and keeps a diary of all the work carried on under his charge. He attends to the proper care and arrangement of all plans, &c., in the Engineer drawing-room, and he has charge of the detachment Royal Sappers and Miners.
5. Mr. William Burgoyne, Clerk of Works. Takes charge of and superintends the general expenditure of all stores and materials in the department; and he is responsible for carrying on the duties of the Royal Engineer Office, as regards the accuracy and regularity of all returns and other official documents, as well as the books, &c., that relate to the Ordnance services, which are more especially under his inspection and charge; though he makes a general inspection. He attends the officer of Royal Engineers in charge of the Ordnance services, in all measurements of works, &c., and assists in making plans, specifications, and estimates, for such works as may be proposed.
6. Mr. S. H. Matthews, Clerk of Works. Is responsible for keeping the general check book of the workmen employed in the department, and for carrying on the duties of the Royal Engineer Office, as regards the accuracy and regularity of the books, &c., that relate to the Barrack services, which are under his inspection and charge. He attends the officer of Royal Engineers in charge of the Barrack services, in all measurements of works, &c., and assists in making plans, specifications, and estimates, for such works as may be required.
7. Mr. George Burgoyne, Foreman of Works. Under the direction of the officers of Royal Engineers, assists in superintending the regular employment of the workmen; he is responsible for the due appropriation of all stores and materials issued for the works. It is his duty to keep an account of the expenditure in each service, and from time to time to furnish the Clerk of Works with every detail that may facilitate his keeping distinct the expense incurred on each item of the estimates.
8. Mr. Joseph Cameron, Clerk. Makes out periodical returns, copies and enters letters for the Commanding Royal Engineer, and when not especially required in this manner, he assists the Clerk of Works in carrying on the duties for the proper performance of which he is always responsible.
